Disarmament key to proposed U.N. resolution

(Reuters) -- The U.N. Security Council is considering a
comprehensive resolution on future policy toward Iraq. The
wide-ranging document would restart arms inspections and
suspend trade sanctions imposed following
Iraq's 1990 invasion of Kuwait, if Iraq complies with
disarmament demands.
Main points of the proposal:
- ARMS CONTROL
A new arms watchdog, UNMOVIC (U.N. Monitoring, Verification
and Inspection Commission), would replace the U.N.
Special Commission (UNSCOM).
UNMOVIC, searching for Iraq's chemical, biological and
ballistic-missile programs, and the International Atomic
Energy Agency (IAEA), concerned with Iraq's nuclear programs,
would draw up work schedules within 60 days after beginning
operations. They would submit a list of key disarmament tasks
to Iraq. The Security Council has to approve the work program
as well as the list.
- OIL EXPORTS
Immediately after the resolution is adopted, the cap on Iraqi
oil sales would be lifted. The cap is now set at $5.26
billion every six months under the "oil-for-food" program.
Shipment of parts and equipment to upgrade Iraq's oil industry would also
be expedited through pre-approved lists. A panel would survey
Iraq's oil industry and recommend long-term improvements.
- IMPORTS
The resolution would immediately streamline procedures for
importing foodstuffs, pharmaceuticals, medical supplies,
agricultural equipment and educational items into Iraq.
- SANCTIONS SUSPENSION
Sanctions could be suspended by a vote of the Security
Council after UNMOVIC reports that Iraq has made progress on
key disarmament tasks and cooperated fully with inspectors
during a test period that is yet to be determined. The
resolution suggests 60, 120 or 180 days.
