WASHINGTON (CNN) -- The death penalty is now an issue in the presidential campaign. How did it get there? Neither Al Gore nor George W. Bush wants to make it an issue.
It happened because troubling questions began to emerge about death penalty procedures. Death penalty critics saw those questions as a political opportunity. And seized it.
