Cambodia works to change 'culture of impunity' PHNOM PHEN, Cambodia (CNN) -- Cambodia's Khmer Rouge killed many of the country's judges and lawyers during its brutal four-year rule in the 1970s, leaving behind a system that made the rich and influential above the law.
