ADDIS ABABA, Ethiopia (CNN) -- The Ethiopian Council of Ministers on Wednesday accepted and endorsed a "cessation of hostilities" with Eritrea, paving the way for a withdrawal of Ethiopian troops from its Horn of Africa neighbor.

The proposal, drawn up by the Organization of African Unity, was not an official cease-fire or peace plan, according to Ethiopia's foreign minister, Seyoum Mesfin.

A signing ceremony by both countries was expected to take place in Algiers by the weekend.

Once the proposal is signed, the United Nations would deploy its peacekeeping troops along Eritrea's border with Ethiopia.

Once the peacekeepers arrive, Mesfin said Ethiopian troops would re-deploy from positions within Eritrea.

Under the agreement, Ethiopian troops have two weeks to re-deploy to Ethiopia.

Since war broke out between the two impoverished countries in May 1998, both sides are believed to have lost tens of thousands of soldiers.
