HAVANA (CNN) -- Every year, thousands of Cubans risk their lives while fleeing their homeland in makeshift boats. In contrast, Americans in luxury yachts risk heavy U.S. fines to sail to the communist country's Marina Hemingway.

A South Carolina Republican wants to lift the sanction that effectively makes these Americans criminals.
