1. Where did the plane crash occur? Who was on the flight from Cuba? How many survivors were there? Who rescued the plane? What was the plane's destination? What did Cuban airport officials report to Miami air traffic control?
2. What is American policy regarding Cubans who are rescued at sea and found on U.S. shores? Do you agree or disagree with this policy? Explain. If the survivors were to seek political asylum, do you think that it should be granted? Why or why not? Why did Havana denounce the acquittal of three Cubans for a hijacking in 1996? Do you agree or disagree with their reasoning?
3. Ask students to research multimedia or online news resources to learn about information on the Cuban plane. Have them write a position paper on the action that the United States may take, if any, in regard to the Cubans.
