FBI says conviction not the end of Lockerbie Investigation

Washington (CNN) -- The FBI Wednesday said it will continue to work the Lockerbie case until it identifies all those who are responsible and they are brought to justice.

Assistant Director Neil Gallagher told CNN its focus "remains on the Libyan external security organization because there is now unequivocal proof that one of its offices was involved in the bombing". Gallagher said this is not simply a conviction of one individual today, the decision of the Scottish court specifically mentions the Libyan external security organizations, and others, so they agree that there were others involved".

As for Al Amin Khalifa Fhimah who was set free, Gallagher said he remains the subject of a U.S. indictment. The bureau is interested in finding out whether he knew he was participating in a terrorist act, or was an unwitting pawn. Gallagher said it is unclear whether or not the FBI will ever get access to him.

Gallagher, who was the head of the bureau's anti terrorism unit during the Lockerbie bombing, says he remains optimistic. He said if anyone told him several years ago that he would have witnessed a conviction today, he wouldn't have believed it.
