LONDON, England (CNN) -- The al Qaeda group has issued a videotaped message praising the terrorists who carried out the attacks in the United States -- and warning of more to come.

Al Qaeda spokesman Suleiman Abu-Ghaith said Muslims had a duty to attack U.S. interests around the world.

He praised the hijackers who carried out the September 11 attacks, saying they had done a "good deed."

He said there were thousands of young Muslims willing to die while carrying out more attacks on the United States.

He did not explicitly say al Qaeda was responsible for the attacks, but investigators have said at least three hijackers had ties to al Qaeda, the network headed by suspected terrorist mastermind Osama bin Laden.

He added that the attacks would not stop until the United States withdrew from Muslim lands, stopped supporting Israel, and lifted sanctions on Iraq.

The videotape was broadcast by the Arab television network al Jazeera.

The U.S. administration says it does not know if the specific language is propaganda or a coded message to terrorists to take some specific action.

NATO Secretary-General George Robertson said the statement did nothing but "strengthen the resolve of the civilized world."

"These are evil criminals and, by their words, we shall judge them. I think they are now speaking the truth, and we know who's doing these evil atrocities, and we know where to get them," he told CNN.
