Arab summit ends with no Iraq agreement

AMMAN, Jordan (CNN) -- Arab leaders ended a summit on Wednesday with agreement to support the Palestinian uprising against Israel, but with no answer to the decade-old Kuwait-Iraq estrangement.

Iraq reportedly balked at a proposal that called for lifting U.N. sanctions against it. The proposal also called on Iraq to comply with U.N. resolutions.

The United Nations imposed stiff sanctions against Iraq after the 1991 Gulf War, the Western-backed action against Iraq after it invaded Kuwait.

The proposal called for both Kuwait and Iraq to release prisoners of that war, and -- without mentioning Iraq -- urged an ending to the longstanding conflict over weapons of mass destruction.

The proposal was attached to the summit's final communique as the "Amman Declaration," a non-binding document that Arab League Secretary-General Esmat Abdel-Meguid said could serve as a basis for further talks.

Meguid read the document during the summit's closing session.

"The conference entrusts King Abdullah II (of Jordan), the head of the Arab Summit, to conduct further consultations with his brothers," Meguid said. Abdullah assumed the League's rotating presidency at the summit.
