Palestinians to meet CIA chief

West Bank checkpoint
Two ceasefires have been declared between the Israelis and the Palestinians

JERUSALEM (CNN) -- A blast has critically injured a Palestinian man as Palestinian officials meet to discuss peace with CIA chief George Tenet.

Tenet has been pushing Israel and the Palestinian Authority to formally declare a ceasefire in the region, which is currently under independently declared truces.

Palestinian officials were due to meet Tenet Monday.

Israeli officials met with him Sunday and expressed qualified approval of Tenet's plan if the Palestinians stop the violence.

Both sides have said they are committed to the Mitchell report, on which Tenet's plan is based.

That report calls on the Palestinians to crack down on terrorism and for Israel to freeze settlement activities.

It asks the two sides to declare a ceasefire, conduct a series of confidence-building measures and eventually return to the negotiating table.

The two sides have been divided over timing -- the Israelis say the steps should be implemented gradually; the Palestinians say the recommendations should be accepted as a package immediately.

The blast critically injured a Palestinian man near the West Bank refugee camp at Tul Karem, the Palestine Red Crescent Society said.

The Red Crescent did not identify the man but the Islamic Jihad said in a statement to the Reuters News Agency that the man was Imad Abu Thyab, 25, an Islamic Jihad activist.

It said he was injured when a car exploded.

Earlier, hospital officials in Jerusalem said a five-month-old Israeli baby had died after being critically wounded when his parents' car was stoned last Tuesday on the West Bank north of Ramallah.

Yehuda Chaim Shoham had suffered severe brain damage and had been connected to a respirator.

The baby's parents said that Palestinians hiding by the roadside hurled rocks at their car, with one smashing through a window and striking the baby in the head as he sat in a rear car seat.

The baby's funeral was expected to be held Monday.
