Palestinian Cabinet member Saeb Erakat said the victim was 95-year-old Fatma Hussein Muhammad.

The shooting took place while the pair were traveling in a car from the village of Bir Zeit to Ramallah, according to the Palestine Red Crescent Society.

Israeli military sources said troops attempted to stop a car traveling at high speed near Jelazoun on a road that Palestinians are not allowed to use.

The soldiers carried out the standard procedure to stop unauthorized vehicles -- shooting in the air, the sources said. But the car did not stop, and the soldiers then shot at the wheels.

Erakat condemned the action and called it a crime for which the Israeli government is responsible.

Dozen arrested in West Bank

Meanwhile, Israeli forces arrested 12 Palestinians overnight throughout the West Bank, Israel Defense Forces said.

Six people were arrested in the Balata refugee camp and Nablus. A Tanzim member from Duha and an Islamic Jihad member from Idna were detained, the IDF said. Tanzim is the term Israeli officials use to describe militia members of Palestinian Authority leader Yasser Arafat's Fatah movement.

Two people in Tubas and two others in Bethlehem were also in custody.

The IDF also discovered and detonated 33 pounds (15 kilograms) of explosives in Tel, a village near Nablus.
