When Pakistan's military ruler General Pervez Musharraf seized power in a bloodless coup three years ago, he vowed a return to democracy in 2002.

President Musharraf, however, consolidated his power six months before the promised national elections by winning a controversial referendum to serve for the next five years as president and chief of the army.

He then set out sweeping constitutional changes in August.

Although the October 10 elections are being touted as marking Pakistan's formal transition from military to civilian rule, there is little expectation of any overnight changes in the balance of power.   FULL STORY
